iPhone without a SIM

I have an iPhone that I want to use as an iPod (All the features of the iPhone except for calling and texting). I restored it and updated it and now it doesn't turn on unless I put a SIM card without a PIN to activate it.

Is it possible to accomplish what I'm trying to do without a SIM?

it has to wirk without a sim in an observer regime. wuthoiut any trick. do tot the repairs and let them see.

Old post but just for reference, once jail-broken. Load your carrier network settings from Cydia and should be able to connect again.
