Yes MSN like Google and Yahoo has introduced its own version of Webmaster Tools and from the panel, you can submit the sitemap for your website to get crawled and the pages indexed faster.

But there is an alternative to this point and it has exactly the same effects and results and is pretty easy and straightforward. Even with no Webmaster Tools accounts used, simply by uploading the XML sitemap to your server and then specifying its address in the Robots file, search engines will find the page easily.

By sitemap, did you mean sitemap.xml or the ordinary sitemap page of the website?
