Most e-commerce ready hosts offten put the sites on a less dense server and include a auto installer like fantastico to get you site up and running. The rare ones will offer a free dedicated ssl certificate to secure you online transactions.

It is very easy to transfer a domain name. I would recommend transferring it to someone like namecheap. You will get a year extension and a free ssl certificate. If you do this then you wont be tied to a web host. Most hosts will charge you extra to transfer your domain to someone else.

You can host your site your self. Most people use it for development in there homes. I would be easier if you installed something like xampp. It is a package with apache, mysql, php and pearl. when it is installed you can decide to open ports on your firewall or just keep it local on your intranet.

To get an ssl certificate you will also need a dedicated IP address. Depending on you host they can run between $1-$3 per month.
Right now name cheap is about the cheapest for a dedicated SSL, they offer a RapidSSL for 12.88/yr.

I think if you are going to be using a shopping cart look for hosts that offer cPnael, a dedicated IP, and an SSL cert.
Just about any linux host will be able to handle joomla.

For a beginner you should probably take the time to start with notepad and w3school.
For the impatient people in the world they go for NVU and Oswd.org.
Pick a template and then customize it with a WYSWYG editor.
