I would suggest you change your directory up to c:\ and try it. I have had some commands not work at the user directory level.
Type "cd.." hit enter repeat until you are at the c:\prompt.

I'm sure the boot disc fix works, but often if one file is corrupt or missing, there may be others and the root cause is still present. I think setting a bios password is a fairly good way to secure a computer. It is possible to retrieve the password, but for a casual trespasser, it would be a good deterrent.
