Joomla template 33841 is only tested to work with Joomla 1.5. With both the regular price and the unique price you will receive everything with the template which includes all of the PHP files as well as the PSD files for photoshop which allow you to edit text on some of the images on the template in case you need to change anything.
As far as if it is easy to adapt the template to work with Joomla 1.7, it would depend on your skill level at working with Joomla, and as far as how technical you are. Could be anywhere from easy to hard depending on that. Joomla has a tutorial for migrating from Joomla 1.5 to Joomla 1.6.
I tried to find some sort of tutorial for migrating from 1.6 to 1.7, but could not find anything, so you may have to do a bit of debugging there if for some reason you do run into problems. Its also possible you might not have many problems going from 1.6 to 1.7. It is hard to say. If you decide to try to do it yourself and you run into any problems getting it upgraded, we are also here at an additional cost if you need us to help. You could also try and find a local web designer / programmer, or a freelancer to do the upgrade for you.
