This template was only tested for PrestaShop 1.4.2.x. Once a template is released, no updates are released on the template unless a major flaw is found for the system and version it was created for. So with that in mind you are completely welcome to try and upgrade to the latest PrestaShop version. Anytime you upgrade there is a chance you may need to fix things with the template to get it to work correctly. Usually when there are major upgrade differences in the number that is the most likely time you will encounter problems, so I am thinking going from 1.4.2.x to 1.4.7.x that there is a good chance it will probably work fine, but I cannot guarantee that as it just depends on how PrestaShop has changed things.

I would guess that there will be some skin bugs if I use this theme with the latest version of prestashop? Could you assist in fixing those bugs? How much would you take for that?

The latest version of PrestaShop is 1.5.1 as of this writing. There is a nice outline here of what sort of changes impact going from 1.4 to 1.5 as far as themes:
