With regards to template 9104, this is a full site template which has the following description:

A template usually with around six to nine pages that comes with a Flash animated header. Full Site template is a website design coded and sliced in HTML and with its source files in PSD format (Adobe Photoshop). This template contains home page and several content pages. Changing 'yourcompanyname' text and the content text and inserting your own images gives you a professional-looking website.

So while it has a Flash animated header, the majority of it is not using flash. It should be able to replace the flash header with a static header (just using a regular image) if you do not want to use any Flash at all.
Now you probably don't need Photoshop since it will come with regular images as well. However, it will come with template source .psd files which would allow you to change the text on images much easier. The login and registration pages will not be operational because this is just a template (and it doesn't plugin to anything else like the wordpress template you purchased). So with this template only the frontend elements are there, and it would be up to you to integrate any kind of backend elements to make any forms work.
