Not quite following you. When you open a new PS document, set the dimensions to inches. Let's say I want to create an 8.5 x 11 document at 300 DPI. Make those settings changes and click OK to create the document.

Now remember you have your document set at 300DPI (i.e. 300 pixels per inch.) So if you need to draw a four inch line you draw it 1200 pixels (4x300). You can do the same thing at 72DPI as well. A four inch line would be 280 pixels (4x72).

Also, press Ctrl-R to show the rulers which can help with dimensions.

As ATNO/TW says, Photoshop documents don't have any issues with sizes. The key is to set the correct document settings when creating a new document.
