The smiley is an animated GIF. There a ton of programs capable of making animatied GIF's. Photoshop and Fireworks to mention two very popular ones.

:)

Well you can "animate" pictures to a degree using dhtml, but the smiley you used as an example is a simple animated .gif

Try a Google search for :
animated gif

That will give you plenty of reading material.

Photoshop does not do gif animation. That is Image Ready's arena.

the strange one,

Microsft used to provide a free Gif Animator. But it is not available in their site anymore. However, you can find one here:

http://www.gmail.ic24.net/gif.htm

Or anyone can do a google search.

well since imageready is normally bundled with PS, it's just a good reference area ;) The gimp does it for free, AND is a great alternative to photoshop.

Have you bothered to even try GIMP. I would not call it a "poor alternative" in the least. It is practically IDENTICAL to photoshop. And hell, if you don't want to dish the money for PS, the Gimp is a GREAT alternative.
