i am a web designer but i decided to go into 3d modeling and animation. i got some information about it online, most of them were pointing to the fact that you have to know how to draw before you can do animations (2d or 3d). so can anybody help out on this.

Yes, you can create 3D animation without knowing how to draw. However, the better your grasp of real-life concepts like perspective and light/shadow, the more sophisticated your digital production will be. Being able to draw will enable you to more quickly create realistic and imaginative designs, whether as an environmental artist or character designer.

remember, the computer and its applications is only a tool, being creative and having the ability to draw should be within. BUT to answer your questions, sure you may be able to make 3D box and have it fly around and explode in 3D max or lightwave, but to create a masterpiece, ummm maybe not if your not an artist ;)
