Changing the optimum window size in PS CS

I wanted to know if there is a way to change the window size of the file opened through Photoshop? I mean i am guessing that it always open a file at 100 % or 66% .. Well can we change the preferences somehow, so that it the new file opens at let say, 30 % ?

Not that I know of - Photoshop will use the biggest predefined zoom level it can whilst showing the whole image.
