Converting image files to cartoons, what are the options?

I'm looking to take drawings (image files) and convert them to cartoons, paintings, whatever else.
I also want editing options so I want increase color, add color, whatever, advanced editing.

The programs I have seen are for photos and not image files or drawing or things other than a photo.
Also, it does'nt look like you can do alot of touch up or even approach starting touch up.

These programs have been free, are there any free or paid programs to do a top notch job?

I want to able to take a drawing a kid draws, save it on a file and convert to a cartoon, painting, many options and do a heck of a lot of touch up (editing).

I'm a little unclear what you want to do bkgs. Do you want to scan a drawing in and then colour and edit it?

I recommend Photoshop. There are several tutorials that would point you in the right direction.
I'd love to change the world, but they won't give me the source code.

Well, I agree, Photoshop is the way to go, always top choice. However, if money is an issue, I believe Paint shop Pro is cheaper, and Gimp is free.
