You can do it with the pen tool. I'm going to move this question over to the Digital Art forums to see if we can get a rise out of any of our talented heads over there. Good luck. ;)

This looks a lot like the Windows Vista "Aurora" effect.

I see you specified Photoshop as your application of choice, however I thought I would point out a link for doing this in illustrator for those Adobe illustrator fans out ther

The first few steps in the tutorial show you how to use gradients and Screen blend mode which will give you these effects practically in seconds, the rest is up to you in terms of applying that technique to achieve the look you want.

Or if you are lazy there are plenty of these available in custom shapes for photoshop look up abstract custom shapes should be able to find them rather quickly. Cheers.
