Extract still images from DVD

Hi,

I'm working on a project where I need to pull images from a DVD to create a kind of stop action effect in Flash. (http://www.monovisiondesign.com/client/blvd/)

I have a cheap program called Power Video Converter which will do just that, extract a series of BMPs from the VOB file between two times I set. It'a a handy program except that I can't control the quality of the images, -- not the dimensions, resolution, nor the interlacing artifacts from the video.

It's rather cheap software and my client deserves something better. Does anyone know of anything that will do better or can point me to someplace more appropriate for this kind of question?
