Are you using CS2? If so, you may be able to use Smart Objects to keep the artwork as vector. Not sure as I only have CS1.

Failing that, make sure your resolution is high enough for its end use, and don't scale artwork up once it's been rasterized.

im using normal Illustrator CS

regarding the artwork in illustrator, the first thing i want to know is, is it best to convert text into outlines?

secondly what method would you recommend to transfer artwork to photoshop. For example i have some art work in illustrator which i want to transfer over to a website designed in photoshop.

Save as AI. In Photoshop, File > Place.

Importing outlines or text shouldn't be a problem.

Just for reference if you are using PS and ImageReady to output for web, you might have problems with the smart objects (Image Ready isnt a big fanof them).
