2D game terrain graphics

hello,

i am making some graphics for a game and i was woundering if anyone knows some free software that i can download to help me make the backgrounds etc? Could you please give me the names/links to where i can download them.
Note: the reason why i don't want to spend money as this is jsut something i'm doing in my spare time.

the graphics in a game which you speak of, will probably be regular jpeg/gif's.

with some games they use a different file type, and if the game is moddable, there would be an app to convert the file types.

a drawing program of some kind would do the trick, photoshop, fireworks, gimp... heck even paint
