Google Chrome Store Jpeg Scale and if any can be better?

I have noticed some sites also Google Chrome Game Store has a JPEG scale format(or a software) creates very quality sharp Jpeg images within very small file sizes;

Simply i can not create jpeg images with that quality and with 80Kb. Best i can do is 120Kb and looks like worse; less shiny and sharpen also a less more blur than Google's scale.

Can you advice me how can i scale and sharpen jpeg images as Google does, even i need better.
