Help!!!!(with finding program to blend pictures)

Does anybody know a site that offers a simple, FREE program that I can download so that I can blend/fade pictures at the edges. Or something that can help me make better wallpapers without them looking poorly done. The program that I was actually looking for is called microsoft picture it! but I haven't been able to find any sites that allow you to download it for free.

I think Adobe Photoshop Elements 2.0 is free and it does exactly what you are looking for. If it's not at the Adobe site, google it. You shou;d be able to find it. What OS do you need it for?
