help with video game drawing problem

Hello, I have an ATI X1600XT video card, and a 2.1 ghz cpu. This is twice the recomended spec for my game but the graphics(buildings, roads) in my video game dissapear and reapear as I am playing. (GTA San Andreas). Is this a problem with the game or maybe my video card. I have tried to turn up the graphics on the cards control panel (anti-ailising, mipmapping) but it only made it worse. Any advise or thoughts would be appreciated.

your graphics card might be too good for the game(surprising yes) but you might have to mess around with the graphics settings in the game itself and see what happens
