How to create this photographic effect?

This picture comes from a msn banner and i like the way how the person is digitalized with the colors.

Would someone know a tutorial on this effect or could someone tell me how this is done

Experiment with Image > Adjustments > Levels

Drag the two end triangles underneath the histogram to a point somwhere near the middle. All this does is maximise contrast, and the threshold of what is made white and what is made solid depends on the point you make the triangles meet.

You can also use Image > Adjustments > Posterize. Try 2 or 3.

this type of graphic is known as "vector" so you can do that a number of ways. Flash allows you to do a bitmap trace, as does photoshop I believe. This would be the easiest way IMO to obtain the effect.

You can also learn Illustrator and "trace" this image yourself, creating the style and effect of these shapes and lines.
