I am using Abobe Photoshop CS2 v9.0. I want to know if there is a way to make an image that's 1 inch tall exactly 1 inch to a ruler (so you could measure the graphic if you were to place a ruler onto your monitor screen and it would equal 1 inch.)

Is there a way to do this?

If you set your canvas size to 1 inch, anything placed within its boundries is 1 inch.

its not 1 inch on the screen. BUT it is if you print it out. The reason... I have no idea at the moment. I would guess it has to do with the aspect ratio of your screen.

Nice graphic there - thanks!

You could use the monitor sizing controls if it's a CRT to reduce the display.
