Looking for a good place to learn Digital Art in Europe

Hey
I am looking for a good place to learn digital art in Europe .
I love photography and i know some photoshop but now i want to acquire more knowledge and to be better in combining the photography and the computer, I do not know exactly what I need to learn to reach the level of these artists :
Alberto Seveso
Jerico Santander
Erik Johansson
Justin Maller
Sajith Jayaweera
Steve McGhee

And many many more like them ,if you have any advice I'd love to hear your opinion.

People talk of Europe as just one nation when it is much larger than that. If you could be more specific then i might be able to help you out more.
