masking with brush

I got a glims of someonw working with photoshop on TV and she used a brush to select an area on the picture and then changed the contrast of that part of the picture normally then just unselecting, anyone who can tell me how to do this?

btw. not sure it was photoshop but I't had almost the same interface.

This was probably done using Quick mask (Q) and painting out the area not required to get the selection

I agree with Lordhaha. In addition, there are many ways to create a suitable selection area to achieve the same effect.
