Need suggestions for designing templates!

Hi,
i am new to this forum, nice to meet you all.

Currently I am doing a project that requires me to do some templates: for letters, faxes, etc.

so i was just wondering what program should serve me the best for these kinds of designs?

will this be for professional use?
i know in some microsoft office programs you can design templates.

yes, this is for professional use~
I am aware that MS word provides tools for designing template, but i want to see are there other better options to choose from.

What is a template really? A preformatted layout for easy modification? Precisely. You can make a template with just about any text, illustration, and/or paint software. For letterheads, fax, etc. I would go with any vector-based program. I personally reconmend using FreeHand or Illustrator.
