Outline an object in photo shop

how do you outline an object in photo shop. EXAMPLE: http://www.fortunecity.com/images/header.gif The girl in their header, they oulined her and put her on another background...how do you do that?

If the picture has transparancy on it, you can just ctrl+click on the layer with the picture, then expand/feather the selection and fill it to gain the glowing effect, otherwise you will need to magicwand the area outside the picture and invert the selection.

The best way to do it that I have found is to magnify the image, use the Polygonal Lasso Tool on your pallet and slowly make your way around the image you want to cut out. Then you just copy and paste as normal.

To save frustration if you stuff up and either go too far in or out - simply hold down the SHIFT key to add a section you missed or the TAB key to delete a section if you selected too much.
