PHOTO sizes

Is a photo thats about 3x3 inches on screen with a size of 27.5kb considered really big for jpg???

I'm using it for a site and I'm wondering if there are other ways to shrink it down to a even smaller file.

No, it's not really big. 27 kb is not too bad either if your talking about a photo. Now if it were a graphic image used to make up the design and layout of the site, then, it would be way to big. You can always make the file size smaller but you will have too comprimise some of the photo quality. Try using the option, "Save for Web", and adjust accordingly.
