Photoshop Effects help please!

Hey guys can someone please advise me how to do this effect. The sepia effect is easy but the scratches and how it fades out to each side

First google (images) scratch texture. Import into PS ,isolate the scratches, define as a brush, select erase tool, use the scratch brush, adjust opacity, and erase.

Thx man, got the streching bit sorted out on the sides. Did google brushes tuts but did not get what i actually wanted. Will do what you suggest.
