Picture Rejuvenation.

Hey guys, I'm new to the forum but plan on being pretty active. A question I do have though is how do you rejuvenate a picture? I know a guy who took a terrible looking picture and made it look like it was high quality all over again. Not changing the resolution or anything but just color correcting and everything. Here's the picture:

I am trying to make the colors look smoother and better. I can't seem to find a good tutorial on doing so.

Here ya go. No tutorial really needed but here;

1. Open up in PS
2. Filters>Surface Blur
3. Set radius to 5 and threshold to 7
4. (optional) adjust contrast if necessary

Wow I tried that before but it didn't work anywhere near as well as yours came out. Very well done and thank you!

Can i do the same thing with Photshop 7.0?.....I tried to do it but i dont see surface Blur in my version.....it just has blur but it doesnt give me the option of changing anything
