Problems with making frames!

Hi
I installed Adobe Photoshop CS and i´m having trouble to do frames...
In Photoshop 7.0 i always used the Rectangle Marquee tool and then fill it in with some color and then Select | Modify | Contract and use one pixel. For some reason this doesnt work in CS, its only 3 sides of the frame that contracts and its supposed to do all 4 sides, does someone know why??

Hope you understand my problem! :)

is it really only one side? or visually? If you are zoomed out far enough it sometimes appears that things are out of whack, but when you zoom in they look fine.

Test my technique:
new layer > Rectangle tool > ctrl+a (select all) > stroke 1px inside.

The easiest way :P
If it doesn't work, I believe that you have 66% showed, zoom little when it's 100%

Thanks for answers! :) Yes sorry youre right, it was because i had zoom in 66%. I huess i was in a rush and didnt notice that! :)
