does anyone have any idea of what exactly SVG (Scailable Vector Graphics) are, I know that vector graphics are images/graphics that can be stretched around and still have their regular appeal to them.

the question here is that how do you go about creating SVG's?

Illustrator will export to SVG format.

They are not useful for practical general use on the Web yet, by the way. (I wish they were.)

There are several programs that make SVGs:
Inkscape: http://www.inkscape.org/
Sodipodi: http://www.sodipodi.com/index.php3?section=home
And illustrator. These are all that I know of.
