what software creates these static images for import to flas

hi there. i have a client who wants high-end graphics that are kind of motion-y like in this ad:

I'm trying to figure out what software can be used (I can see they are simple static images, with motion applied to them). I know flash isn't used to create the images, but this software must spit out .swf files or series of images that get imported into flash.

You will use flash to create an animation like this ... the images are just imported into the library from your Hard Drive ...
