I think the key words here are "old compaq vista machine."

I've had this exact thing happen twice before (both with Compaqs). In one case, it was a bad power cord to the PC, and in the other it was a bad power cord to the monitor. Try switching out your power cords with known good ones.

There's been a lot happen since we all posted Hijackthis info. First try running TDSSKiller from kaspersky. Google it for the download. That will kill any possible bootkit/rootkits. Then run hitmanpro (don't let the pro deter you, google it for the free download also)

After a bit of research and talking with an FTP expert, it appeared about the only (and easiest) way to do this with IIS 6 was to just create the guest user accounts in AD and assign appropriate permissions with NTFS Security permissions. So this is resolved.

Thanks for the recommendation Zealous. It really does look good, but I checked out the pricing for corporate and that is prohibitive. They'll never go for it. I think the X2 will work. I'll find out tomorrow when I talk to the person that needs it.
