Computer seems VERY slow to load graphics. Do I need a new graphics card? How can I speed this thing up?

My Windows XP color is set on 24 bits. Is there anyway to upgrade to 32 bits, or do I need to get a new graphics card. I am running EXTREMELY slow even though I am on DSL. Any thoughts?
