This is actually a setting in cPanel that the host chooses to set.

What forum software are you using? Most of them have an HTML wrapper inside to edit the page template.

There is no real way to tell as hosts have multiple servers.

The best way is to ask them!

I am sorry to pass the bad news but your search for an unlimited bandwidth host will be one of finding many scam artists, fly by night companies and hosts that are lying. Their truely is no such thing as Unlimited Bandwidth, take some time to understand the file size of your website and find hosting...

A high percentage of resellers provide WHM and some type of tutorial and tools to help you get going. Is this the road you are thinking of taking?

On your search if you fnid a the bottomless glass of water I'd take that instead.

On a follow up note,

If your not actually using the FrontPage extentions portion on your site you may want to delete these extra directories as they take up wasted space on your server.

For the amount of space you need that price is a bit high. Look around and you may find some better deals for small sites.
