Just read through this, excellent read.

In less than 15 minutes it was possible to,
Downloaded & extract the Free Flex 2 SDK
Didn't need any setup really.
I just extracted it into a "Flex_2_SDK" directory on the C drive (c:/Flex_2_SDK/)
Looked into one of the sample project folders (C:\Flex_2_SDK\samples\photoviewer)
Ran the Build.bat file in that directory.
A minute or less later it was done compiling.
I opened PhotoViewer.html in my browser & had the sample SWF right there in front of me.
It's worth mentioning that the 512 megs of ram mentioned in the system requirements may be for HUGE projects. I got the photo viewer sample application to compile on a system with 256 megs of ram.
Recap.
1) Free AS3 compiler.
2) Setup consists of, download/extract-to-folder
3) Works on a system with half the listed resource requirements.
