Ok. I"m new at flash to but I've done some tutorials and I think I can help you out.
First make your shape or picture or what you want as your button then press 'F8' to make it a symbol then select the 'button' at behaivour and then press 'ok' after that double click on the button symbol and you will see on the time line up, over, down, hit. They are for:

Up - when the button has no cursor on it.
Over - is when a cursor is over the button.
Down - is when the user clicks on the button.
hit - is when the button has been pressed before.

I believe Flash only provides a blank frame for the 'over' frame so you may need to add extra frames in order to have the other features of a button.

All you need to do is import a small sound file to the 'Library' and then select one of the Up, Over, Down or Hit frames and near the bottom right will be a rol down menu for sounds. There you select your sound that you imported.

I hope I didn't make it sound to complicated. Good Luck dude.
