Flash buttons cant open html page in a second frame

I am updating a company website and placing there flash header with buttons. When I'm testing index page it opens in top frame swf and in bottom frame html content of home page. When I click, for example on product button on my flash menu, it opens a new window and showing just a product page without flash header (bottom frame). My target is to navigate site in a same window, also header do not have to reload just change a bottom frame. Can anyone will help me please, or if someone had the same issue before please share your experience with me.

Well, I've newer used frameset with flash before so I don't know whats the thing.
I bet that AS3 don't have this problem.

Why don't use full flash?

in flash script. this will call javascript function beer( src ) { ... }.
for example i used javascript to open given url in iframe:
