Oh my God! 
What do you mean "add controls to a flash movie on an HTML page"...?
If you think of something like the AVI movie viewer or the RealPlayer (like PLAY, STOP, FORWARD and so on), NO -you can't. That has be done inside the Flash movie, and for that you will need Flash...!
