Flash publish flv to FMS or Red5

I am able to get flash to play a live stream by connecting and using:
ns.play("livestream");

What I would like to do is to use this flash player to publish local FLV's to FMS. Most examples I find are streaming a camera or microphone.
I found information from adobe's reference website(not able to post link here) but it was ending in "NetStream.html#publish()" for the website and in the Parameters section it looks like its showing how to publish the flv but I have not been able to get it to work.

var publishStream:NetStream = new NetStream(nc);
publishStream.publish("test");

the flv is called test.flv and is in the same directory as the swf file. Is there anything I'm missing?
