Since the link takes me to a page where it asks for a user name and password I don't have, it's hard for me to say if I can help.

If you are going to make the tap drip (just guessing), you would need to be stocked up with photoshop and Aftereffects or Imageready (if the clip is small)
This would be the same of any image comping. You would probably use layers and mask in these programmes, to do a good job.

Flash doesn't have much composting power at all, except the ability to import movies. You could import png elements into flash with transparency, and use those elements in flash a bit like layers in photoshop, and use the mask in flash, if you do not have Photoshop, or AE's.

Without seeing the link I can really say for sure.

you wouldnt believe what u can achieve from flash using actionscript. also using flash 8 is even better. just check these sources and u`ll see.
