photoshop navigator window !!

well, as i'm new in here, i would really appriciated some help whit this.
ok, the thing is that i want to do exactly the navigator window that has adobe photoshop (you know, the one that controls zoom and the navigation of the document if it does not fit on the screen), well i allready resolve the zoom thing but the thing that i have no idea on how to start is how to make that the little box in the small window that represent the image that apears in the canvas move the picture behind my mask (that is supose to be the document)

hope someone help me with this thing, i know that i have seen this in other sites, but i'm not sure where, anyway thanks
