saving flash files help!

is there any way to save a flash file in which it does not require javascript to work?
so like.. purely HTML and .swf movie files? no scripts?

if this is not possible, is there a way to cut the flash document like the 'Slice Tool' in photoshop cuts images for HTML web pages?
