somebody help! i cannot make the characters in flash

i shall be very thankful to you if you help me please. I am greatly bothered with the api characters on http://www.sitepal.com .they read the text from text box given below. please help me how can i make this kind of effect through flash. Please tell me if there is any utitlity software of flash to do so. Or, we can do it by using it by actionscript , please please!

Well the easy way would be to buy it from sitepal since thats how they make their money

Otherwise you need to learn a lot about vector animation, and text to speech techniques. I'd say start with some tutorials like this one.
