Tracing technique Effect.

Does anyone know how to do that effect where a shape gets traced or drawn by a white line? For example. I want to have a completely black background then introduce a thin white line that would start drawing out a picture of something. Then later use alpha to bring the real actual picture in.

Please help me out. Thank you.
