what software creates the images for this in flash?

hi there. i have a client who wants high-end graphics that are kind of motion-y like in this ad:

I'm trying to figure out what software can be used (I can see they are simple static images, with motion applied to them). I know flash isn't used to create the images, but this software must spit out .swf files or series of images that get imported into flash.

well I would probably do 99% of that inside of Flash. Flash is perfectly capable of moving, scaling, rotating, bluring objects (images, text, etc) from the timeline. The blured images of the red columns MAY have been created with After Effects, but for a banner like that the files sizes will probably be too big so I bet they just blured the one image (motion blur in Photoshop) and moved it across the screen really quickly.
