Bandwidth counter and shaper

I'm looking for a Bandwidth counter and shaper program, where it tracks down/up load usage and when it reaches an amount I set (500MB), shapes the speed. I can find programs that can do either of these things but not both.. Does anyone know of a program that can do this?
