there is very little benifit to having an IP that stays the same in most cases. And a dynamic (one that changes) is not only for dialup users. I am on cable and I have dynamic, but my IP doesn't change very often (I've had the same IP for over two weeks now)

An IP that stays the same is better for servers because it means that every time someone wants to find that server it is always in the same place.
