Enable IE Tools/Internet Options/Home Page

Is there a way to enable Internet Explorer's Tools/Internet Options/Home Page default? Somehow under my profile, this option was disabled and I couldn't figure what makes it disable and how to enable it back so I can set my default home page.

Any help is appreciated!

Need more info what OS, version of IE, what kind of user are you logging in as?

Thanks for the response. IE version is 6, OS version is 2K Pro and login as domain user; however, my user name is also a member of the local computer administrator group.
