my theory on this one is that if there is a burglar they can lock the doors to slow the person down, or if they are automatic locks, so the employee can lock them so the burglar can't get out so the cops can come and arrest the burglar. Or they just want them on there for looks. Or they could use them every once in a while if they are remodeling rearranging etc.

Reminds me of the L.L. Bean store. He was tired of people bugging him at all hours for his outdoorsman clothing so he decided to open his store 24/7. He threw away the key to the store .
