bigweb fixed it, but out of curiousity bigweb, was it simply a permission problem with the avatars dynamic directory?

Yes it was a simple permission problem. When I moved the new phpbb version of ozzu over the permissions on that directory were not set correctly. They are now set correctly and uploading avatar images should work again.
